As part of Diyarbakır Metropolitan Municipality’s women-focused social support scheme, JINKART, 8,000 women have been issued cards in the second phase of the programme.
The scheme, implemented by the Women’s Policies Department to help ease everyday life for women without social security, continues to be rolled out. In the first phase, 7,000 women received JINKART cards. During the second application period—launched on 8 September 2025 and closing on 18 September—50,519 women applied for the card.
Applications assessed
The Women’s Policies Department reviewed applications in line with established criteria. Applications were assessed for women who: have no property registered in their name; are not in employment; are aged 18–64; do not use a discounted or free public transport card; and have low household income.
Distribution continues
Following completion of the assessment process, work was initiated to issue JINKART cards to 10,000 eligible women. Distribution is being carried out at the JINKART office in Millet Garden in YeniÅŸehir. So far, 8,000 cards have been delivered, while distribution of the remaining 2,000 cards is ongoing.
90 journeys per month to be loaded onto JINKART
JINKART will be valid on Diyarbakır Metropolitan Municipality buses in the city centre and outer districts, with 90 journeys per month to be loaded onto the card.
In addition to providing women with free public transport, the card also offers a 10% discount at social facilities operated by the Metropolitan Municipality.
The scheme aims to support women to participate in economic, social and cultural life in a more visible, empowered and independent way.
